In order to protect public welfare and ensure consistent construction standards in their community, some municipalities have adopted the Minnesota State Building Code. Enforcing the code requires the community to have a certified building official review plans for new construction and conduct inspections. For many communities in northwestern Minnesota, however, there is not enough new construction to justify the expense of hiring a new city employee or creating a new department.
